Angeles City steps up stray animal control with spaying, neutering drive

ANGELES CITY – Mayor Carmelo "Pogi" Lazatin, Jr. has directed the City Veterinary Office to focus on spaying and neutering stray animals in government facilities from January to June 2025.

In Mayor Lazatin's released memorandum, among the covered locations are the Angeles City Hall Compound, Pampang and San Nicolas Public Markets, Rafael Lazatin Memorial Medical Center, all 57 public schools, rural health centers including new sites, Kanlungan ng Kabataan, 33 barangay halls, the City Library, public cemeteries, the Social Hygiene Clinic, and evacuation and transfer stations.

“It has always been a priority program of this administration to put premium on animal welfare," Mayor Lazatin said.

Mayor Lazatin's Chief Adviser IC Calaguas, who is supervising the program with Executive Assistant IV Reina Manuel, said this initiative not only protects animals but also ensures public health and safety for every Angeleño.

City Veterinary Officer-in-Charge Dr. Christian Xyric Arcilla said the office is preparing the schedule to ensure the program’s smooth and effective implementation.

Since Mayor Lazatin launched the free neutering and spaying program in 2020, a total of 5,973 pets—1,854 dogs and 4,119 cats—have received free spaying and neutering.

In 2024, the city's free spay and neuter program has successfully concluded, exceeding year’s target of 1,744 pets spayed or neutered without any untoward incidents.

Additionally, 130,520 pets—93,075 dogs and 37,445 cats—in the 33 barangays have received free anti-rabies vaccinations.
