ANGELES CITY – Mayor Carmelo “Pogi” Lazatin, Jr. wants the Kapampangan language to take centerstage, as he released Memorandum No. 060, Series of 2021, urging the “use of Kapampangan language in all internal communications addressed to the Angeles City Tourism Office.”

In his memorandum released last January 14, 2021, Mayor Lazatin is directing all departments and offices of the City Government to strictly use Kapampangan in all their internal communications addressed to the Angeles City Tourism Office, including memoranda, correspondence, etc. The memorandum is to take effect immediately.

The said initiative is related to a chapter found in City Ordinance No. 424, S-2017, an ordinance establishing Kapampangan as an official language of Angeles City and institutionalizing its use in all sectors, alongside existing national and official languages.

Chapter 6 Section 12.1 of the said ordinance states that “the Angeles City Government and component offices and barangay units may incorporate Kapampangan in their internal procedures and in relation with one another. They may also use it in their activities and communications with individuals and entities based in the city of in other municipalities with Indung Kapampangan, without detriment to the right of citizens to receive them in English or Filipino upon request.”

It states further that “offices may conduct their normal written communications in English or Filipino, however, these communications shall include translations in Kapampangan, or at the very least, include an information indicating that copies of the communication are available in Kapampangan upon request.”

Mayor Lazatin aims to preserve and nurture the city’s language fondly called “Ama?nung Si?suan” by promoting the Kapampangan language throughout Angeles City.

“They say the Kapampangan language is dying. This is the time to do something about it. We owe it to our ancestors to ensure the preservation of our culture and history. We are hoping that with this initiative, we can raise more awareness and have more Angelenos showcase their love for the Kapampangan language,” Lazatin said.
