Dismissal awaits RHU workers violating working hours

ANGELES CITY – Mayor Carmelo 'Pogi' Lazatin Jr. has warned Rural Health Units (RHUs) employees to strictly implement the 8 am to 5 pm working hours in their respective areas or face sanctions.

Upon the Mayor's monitoring, it was concluded that RHU employees leave their posts by 3 in the afternoon.

"Sa ipinagawa kong pagmomonitor ng mga Rural Health Units natin, nalaman po namin na totoo talaga ang balita — ang karamihan sa mga RHU employees ay wala na sa center ng 3 pm," he said.

According to the Mayor, most of the doctors and nurses supposedly on duty in each center are not present from 8 am to 5 pm.

"Ang karamihan ng mga doktors at nurses natin wala rin po ng ganung oras, ang pasok po nating mga empleyado ay 8 am to 5 pm," he added.

With this, Mayor Lazatin tasked the Human Resource Management Office to require RHU employees to have a time record, since it was discovered that there are no logbooks to monitor their DTRs.

"Karamihan ng RHU walang logbook, kung wala pong logbooks, paano nila idinedeclare ang kanilang DTR? Noon tanungin po sila ng nagmomonitor, ang sabi ng mga tao sa RHU, talaga daw hindi sila naglologbook maski noon. So, paano po mga DTR ninyo? Hula hula po ba?," he furthered.

For the Mayor, the Angeles City Government is not a "haunted house". "There is no place for ghost employees here," he mentioned.

"Ipapaalala ko lang po na ang nandaraya po ng oras at DTR ay pwedeng kasuhan ng dishonesty at grave misconduct na punishable by dismissal," the Mayor said.

Mayor Lazatin also reminded them during the flag raising ceremony here that this is a responsibility to the people as public servants.

"Tayo po ay may higit ng tungkulin sa ating mga kabarangay na pagsilbihan sila, paano na lang po ang mahihirap nating kabarangay na kailangan ng gamot kung walang doctor, nurses at midwife sa ating mga RHU?," he stressed.

By 2020, according to the Mayor, he will implement the facial recognition time keeping system to promote efficiency and better service.

"This will be my first and last warning, City Health employees. Ayusin nyo ang trabaho at ayusin nyo ang serbisyo," he said.

"I am appealing to you," he added. "If you will stay that way, please resign."
